Why is identity verification mandatory?
From 1 June 2025 every electricity supplier in Norway must verify the customer’s identity before starting delivery or taking over a meter. For most companies this means logging in with BankID, but for people who only have a D-number this is a barrier. The amendment to § 2-2 of the Regulation on Power Sales and Network Services introduced the requirement that suppliers:

We check your creditworthiness in the Norwegian CreditSafe system. If you lack creditworthiness or there is no information about you, you will receive an e-mail requesting a deposit. The deposit can be paid after the supply is activated.
