When you open your nettleie invoice, you’re basically paying for one thing: using the power grid. But the bill is split into several items.

When you open your nettleie invoice, you’re basically paying for one thing: using the power grid. But the bill is split into several items.

In short: For private customers, nettleie usually consists of four parts:

  • Fastledd - fixed charge (often calculated as a capacity charge – kapasitetsledd),
  • Energiledd - energy charge,
  • Public taxes,
  • Power support (Strømstøtte) or Norgespris (from 1 October 2025) – applies only to private households or cabins, not businesses.

For larger business customers (typically over 100,000 kWh/year), many grid companies still distinguish between a pure fixed charge (NOK/month or NOK/year) and a separate effect charge (NOK/kW/month), in addition to the energy charge and public fees.

  1. Fastledd - Fixed charge

    A fixed monthly amount that covers operation, maintenance and preparedness of the power grid. The amount is “fixed” for the month, but for many grid companies the level is determined by your highest hourly average (kW) during the period – a so-called capacity charge (kapasitetsledd). If you have one “peak hour” with all electronic devices turned on at the same time, you can end up in a more expensive tier for the whole month. On the invoice this may appear as “fastledd”, “kapasitetsledd” or “effektledd” depending on the company.

  2. Energiledd - Energy charge (øre/kWh)

    An amount per kWh you use through the grid. The total simply rises with your consumption. Many companies have different rates throughout the day and week – often lower at night and on weekends – so it can pay off to shift some usage to those periods.

  3. Public taxes:

    • Forbruksavgift (electricity consumption tax) – paid to the state, calculated per kWh:
      • The rate varies depending on the time of year. You can read more about this on the Skatteetaten website.
    • Enova fee – calculated per kWh,
    • Value Added Tax (VAT/mva) – 25% on the sum of nettleie and charges – customers living in price zone NO4 (Northern Norway) do not pay VAT on electricity or nettleie,
    • Don’t have an automatic AMS meter? Then you pay a tariff for manual meter reading. About 99% of all electricity meters in Norway are AMS meters.
