This is the third version of this article (26.02.2026) - I'm updating it because the price situation in Norway has changed significantly, especially in central and northern Norway. The Norgespris subsidy programme was launched in the last week of September 2025, and according to statistics, 55.58% of Norwegians have chosen the Norgespris subsidy. There is no deadline for ordering Norgespris - you can switch to this programme whenever you want until the end of 2026.

My personal choice - and why
I'll be completely honest: I chose Norgespris. Both for myself and for my parents. We all live in price zone NO1 (Oslo/Østlandet), where prices are high and volatile. For us, the certainty of a fixed price of 50 øre/kWh including VAT + charges according to the electricity contract is a security we value highly.
But Norgespris is not the right choice for everyone. Let's check if it's right for you.
Binding period
By choosing Norgespris, you enter into a binding agreement. The agreement is valid until the end of 2026. During this time, you cannot return to the standard electricity subsidy system (Strømstøtteordningen). The agreement is linked to the electricity meter at the property, so in case of a move, it will also apply to the new owner.
You have a 14-day right of withdrawal from the Norgespris agreement, counted from the date of ordering. You can sign up for Norgespris at any time until the end of 2026, but as mentioned, you cannot cancel the agreement before the end of the binding period. Businesses do not qualify for the Norgespris programme or the electricity subsidy system (Strømstøtteordningen).
The question arises: Should you choose Norgespris?
The answer depends entirely on where in the country you live. When I wrote the first version of this article in autumn 2025, the answer was simple: yes for the south, west and east - be cautious for central and northern Norway. But winter 2026 changed the picture, especially for central Norway, i.e. the NO3 price zone.

If you live in southern, western and eastern Norway (NO1, NO2, NO5)
Recommendation: Yes, seriously consider Norgespris.
Many independent experts, including from Huseierne and other analytical communities, have called Norgespris "an obvious choice" for people living in these price zones. Historically, looking at prices from recent years, Norgespris would have been a very profitable deal. The energy prices in the charts below are net, Norgespris: 40 øre/kWh excluding VAT; 50 øre including VAT.

Central Norway (NO3) - the situation has changed
Recommendation: Seriously consider Norgespris - the price situation in NO3 has changed dramatically.
When I wrote the first version of this article in September, I recommended great caution for customers in NO3. Prices were then much lower than 50 øre/kWh and Norgespris was not worth it. Winter 2026 changed this picture completely.
In January 2026, the average electricity price in NO3 was approximately 1.49 kr/kWh including VAT - an increase of over 326% compared to January 2025 (~0.35 kr/kWh). Prices in central Norway practically equalised with prices in Oslo and Bergen.

Why is this change likely long-term? On 2 October 2025, Statnett launched a new 420 kV power line between Aurland and Sogndal - Norway's first continuous 420 kV network connecting north and south. This infrastructure is permanent and will not be dismantled. This means that electricity flows more freely between north and south, which equalises price differences. Analysts estimate a permanent price increase of 0.15-0.20 kr/kWh for NO3 compared to historical levels. Construction of further connections is also underway (including Surna-Viklandet and Åfjord-Snilldal), which will further increase transmission capacity.
What does this mean for Norgespris in NO3? In January 2026, spot prices in NO3 exceeded the Norgespris level (40 øre/kWh excluding VAT) for 97% of the hours in the month. Of course, nobody can guarantee how prices will develop in the future - but the infrastructure change is a fact, and the trend points to permanently higher prices than those that customers in NO3 were used to.

Northern Norway (NO4) - consider carefully
Recommendation: Worth considering, but with reservations.
Winter 2026 showed that extreme prices can also affect northern Norway. The average price in NO4 in January 2026 was approximately 0.83 kr/kWh (excluding VAT) - an increase of over 662% compared to January 2025. This was not a one-off spike - the new 420 kV line permanently changes the price dynamics in NO4 as well.
At the same time, the situation in NO4 differs from NO3. In summer, prices in northern Norway may still fall below the Norgespris level (40 øre/kWh excluding VAT), which means that in some months Norgespris may be more expensive than market prices. Also remember that NO4 is exempt from VAT on electricity, so the price comparison looks different than in other zones.
My advice? If you live in NO4, don't make a hasty decision. Contact us - at Viddakraft we can check the long-term price forecasts for your region and help you make an informed decision.

When do you gain and when do you lose?
Norgespris is about predictability. You protect yourself against price shocks in winter. But there is a flip side: if the market price is extremely low, as it used to be in NO3 and NO4 before winter 2026, you'll pay more with Norgespris than the market price.
So you give up the possibility of the lowest prices in exchange for a guarantee of protection against the highest. For customers in NO1, NO2 and NO5, this will most likely be a good compromise. For customers in NO3 - given the changes in grid infrastructure - this compromise now looks much more favourable than just a year ago. If I lived in NO3 or NO4, I would choose Norgespris.
Who is responsible for what? A simple overview to avoid confusion
Many customers don't know exactly who is responsible for what.
Here is a simple summary:
